Export Restrictions, Bans and Tariffs Adjusted

China’s Ministry of Commerce published the latest revision to the country’s negative list for technology exports on December 21, 2023, removing 34 bans and restrictions, adding four new ones, and revising another 37 items.

China’s Ministry of Commerce published the latest revision to the country’s negative list for technology exports on December 21, 2023, removing 34 bans and restrictions, adding four new ones, and revising another 37 items.  

The lifted bans and restrictions cover the production of conditioning agents for green manufacturing plants and the manufacturing of medical diagnosis equipment, as well as feature extraction and recognition technologies for AI.  

The new rules include a ban on cell clone and gene editing on humans as well as three restrictions related to hybridization of agricultural products, bulk-cargo unloading and transportation and laser radar systems.  

Restricted technologies should not be exported without a government permit.  

The new list now contains 24 banned items and 110 restricted items.  

The Commerce Ministry said the revision is to further regulate export management, promote international economic and technological cooperation and protect the State’s economic and technological interests.  

The same month, the Chinese government issued a document on adjusting duties, announcing a provisional tariff rate lower than the most-favored-nation rate for 1,010 imported products, generally those related to advanced manufacturing or public health, as of January 1, 2024.
