China’s State Council in early June published a guideline on establishing an interprovincial and interdisciplinary credit rewards and punishment system.

According to China’s National Development and Reform Commission, one of the scheme’s main architects, the credit system, the first of its kind in China, aims to ease “rampant dishonesty” in various fields, especially food security, the environment and construction.

Individuals viewed as having reneged on pledges or flouted codes of conduct will be publicly named and restricted from accessing bank loans, bidding on government projects, traveling overseas, using public transport and even purchasing real estate.

Chinese media reports indicate that some 310 million entries of credit information are already available to the scheme, with 19 provinces establishing their own data collection platforms.
