Killer Cop Protected for Decades

Bureaucratic clientelism was once again proved to be a major form of official corruption after media reports revealed that Chen Zhiwei, a former deputy director of the technology office of the People’s Procuratorate of Hailin, Heilongjiang Province, had been promoted, even though he was alleged to have shot and killed a waitress in 1993 when he was working in the local public security bureau.

Bureaucratic clientelism was once again proved to be a major form of official corruption after media reports revealed that Chen Zhiwei, a former deputy director of the technology office of the People’s Procuratorate of Hailin, Heilongjiang Province, had been promoted, even though he was alleged to have shot and killed a waitress in 1993 when he was working in the local public security bureau. Becoming involved in a spat with some friends in a karaoke bar, he drew his service revolver and fired three shots, one of which hit the 19-year-old waitress. Other officers covered up the case for over two decades until the gang that Chen protected was targeted in a recent anti-gang campaign. Netizens were irritated by the murkiness of Hailin’s judicial circles, and asked when senior officials are corrupt, who will demand justice for ordinary people? Chen has now been arrested.
