Govt Says Private Collectors Have Important Role in Cultural Preservation

China will let private collectors play a larger role in preserving cultural relics.

China encourages the legal acquisition of cultural relics by private collectors, according to the 13th Five-Year (2016-2020) Plan for Development of China’s Cultural Heritage released by the State Administration of Cultural Heritage (SACH). 
 
The Plan stresses that efforts should be redoubled to preserve the country's cultural heritage. 
 
Aside from the overarching goals mentioned above, the Plan also lays out some more specific aspects, such as encouraging the lawful private collections of cultural relics.  
 
The Plan specifies that research should be conducted on the current situation of private collections, and supporting policies should be introduced. It also calls for better regulation of cultural relics, serving as a guide for private collections. For instance, the SACH will issue the Measures for the Administration of the Auction of Cultural Relics, and then formulate the Measures for the Administration of the Cultural Relics Market. 
 
Equally important is that supervision on cultural relics market and the sale of relics online will be strengthened, including establishing a public disclosure system of credit information of groups or individuals engaged in relics-related business activities and a blacklist for groups that breach the law.
